It's more of a man thing Barb, or perhaps, more precisely, a Dom/Mistress control fetish. And it's only done with pantyhose to save time and quick access.

It's just a weird MssBarbara thing. Panty hose and nylons have always been a major turn-off for me, when worn in this, um, situation. But stockings are a major turn-on.

Does it have something to to with temporary denied access, or something along those lines. With a man and a woman, it seems that might be the case, since he cannot enter her, the climax of foreplay, until she (or he) removes them or rips them open. I can see how the ripping, or having them ripped by her partner, includes the thrill of -- finally! -- being taken.
And she, during the course of foreplay, is denying herself in a way, since she cannot experience the full pleasure of direct contact until she removes them.
Though it doesn't do much for me, I can understand Julie's excitement at the moment she indicates. The recipient rips them open herself, to allow her partner full access and, of course, to grant herself full pleasure.

I have to assume from your comment that you know little about Dom/sub relationships.
Although the sub controls the dynamics of a relationship, she (or he)gives the Dom (be it male or female) control over them to satisfy they wish to extract from the relationship.
In this instance the woman wearing the panty hose was the Dom, and by tearing the crotch from her hose she was saying in essence it was time for her sub to stop fucking around and do her. When a male/female does it they're letting their sub know he/she is in control and can do as he wishes with her, thereby giving the sub what she/he needs, domination. In all Dom/sub Master/slave relationships the dynamics are almost identical, except the control a slave gives her/his Master or Mistress is much greater and she/he gives up almost total control of her/his life to them. Master/slave wouldn't be my cup of tea, but if it works for them....
Dom/sub, Master/slave relationship are complex and can be extremely variable.
