There's certainly a place on KB for a non-political meme thread. It likely would fit best here:

Meanwhile, I could be wrong, but I think there already is a non-political meme thread somewhere or other. Toe will know, since he always knows these things.

KitKat ran the Meme thread for a long time, but her old blog is in the Cupboard.

I would suggest creating a thread in the Fun and Games sub-forum. I would include “Non-Political” in the title, since we already have a place for those in Politics.
